hi long,
this is very interesting -- have there been any movements in Vietnam to use technology in development projects? i know that access to tech is especially crucial for children, do you know of anyting happening in vietnam for this?

In development projects,there are different in stakeholders to access or use technology:
1. Project staffs(project managers, project officers, project assisstants) are using internet to access information, communication, and manage projects. Many project have their website. I can say about 100% project staffs can access internet.
2. Project partners
The district and province level (similar level to city and state in US)can access internet but limited, usually for writing report, managing data and information, very limited in access information because their English are not good enough for reading.
The commune and village level is very limited to use technology, they usualy use just for writing report(only use Word for typing and formating report)
3.Children in Vietnam are access to technology very soon (around grace 3 or 4) because the public schools have program to teach children how to use computer and internet but usually it is one hour per week and these program have just applied in some remote area. Generall, children usually go to internet for chatting, reading Vietnam Newpaper, playing online game, very limited in researching something.
